Depends on what you mean by brand name.
The brands you'll find in K-mart, Walmart, Rite-Aid, or any of these type stores will all sell alike products.
The products they sell are classified as drugstore brands.
(Ex. covergirl, maybelline, etc.)
There are many choices to choose from when shopping for drugstores brands.
Covergirl is pretty cheap, but sometimes with their products you sadly get what you pay for.
Maybelline however quality wise, is quite the opposite.
Its pretty cheap, but for the most part is really good makeup.
If your budget is EXTREMELY tight, then the best choice would most definitely be Wet n Wild.
I know for a fact they offer it at Walmart, and K-mart.
It's ridiculously cheap money wise, but I can't promise to much onto the quality, seeing as I have never used it.
But the good thing about it, is that you can stock up on your makeup essentials for only 10 dollars, or most likely less.
I'd check it out.
BUT, the best thing to do would be to splurge a little and get some eye primer.
It makes even the cheapest, low quality eye shadows look great, and last all day. Take it some primers are more expensive than others, so I'd go for a good quality, but not to expensive one.
I use the Ulta eye primer, and I love it.
The packaging is adorable, and it works great.
AND, its pretty cheap compared to other eye primers.
If there isn't an Ulta near you, first of all you can order it online, and second of all I feel so bad for you.
It's like heaven on Earth.

the only thing i can suggest for you is to find an outlet near you.
like a mac out let. eyeshadows that are normally 15$, you'd get for $8 or $9.
if you get brand names off the internet, more often then not, their fake.

Also, try a Cosmetics Company Outlet.
Ebay! There's lots of stuff that's cheaper on there, but you have to be careful for fake products.
