if you have a warm complexion (orange/yellow tones) or if you have a cool complexion (blue/pink tones) then it should have those same tones. contrasting colours are always good for eyeshadow too, as in if you have blue eyes use orange or brown, brown eyes use green, etc. so that you bring out your eyes.
honestly it depends on the tone of your skin and the color of your eyes. If you have a light tone you should use light shadows and if you have a olive skin tone you can use colors such as brown golden orange and a white toner. and if you have Carmel skin you can use colorful shadows such as yellow green blue they pop out. if you have blue eyes sometimes going an opposite color to that can make your eyes pop out. and if you have brown it can be blue tones, same applies. as for lipstick i wear a really nude color its the same tone as my skin almost and it looks cute because my lips are normally really red and i hate it so it makes my lips look nude and shiny. sometimes doing a bright color can make you look like a clown. and if you want you can go to a store like Ulta or MAC and they will help you match the shade and they will tell you what will look best.
it should always match the skin tone, not just the outfit. i know my skin tone so i know my colors. when i was unsure id just put some on my arms or look at a fashion model who had similar tones and copy her.
Never choose a eyeshadow that is the same colour as your eyes
